BMCT governance principles and policies are defined in the Trust Deed that is registered with the Government in the Ministry of Lands, Housing and Urban Planning. The supreme governing and policy making body is the Trust Management Board (TMB) comprised of 10 Trustees and 2 Ex-officials. The Trust Administrator serves as the Secretary to the Board.
The TMB and its standing committees of Finance, Human Resource, and Programme operates through the Trust Administration unit which is the secretariat and its sub committees the Local community Steering Committee(LCSC) which is responsible for community development projects and concerns of the communities they represent and the Technical Advisory committee(TAC) which advises on technical issues including research matters.
