1.0.  Background 

Bwindi  Mgahinga Conservation Trust (BMCT)  is  desirous to develop a  new  strategic Plan  (2019-2023). BMCT was established under the Uganda Trust Act in 1994,   as a registered Conservation Trust mandated to work in a radius of two parishes surrounding Mgahinga Gorilla National Park (MGNP) and Bwindi Impenetrable National Park (BINP), also referred to as Bwindi  Mgahinga Conservation Area  (BMCA).

The area of operation is located in south-western Uganda, bordering Democratic Republic of Congo (DRC) and Rwanda with operational headquarters in Kabale at Bwindi Trust

House and a sub office in Kampala.

2.0. Overall objective

The overall objective of this consultancy is to develop a 5-year comprehensive strategic plan (2019-2023) to ensure that BMCT fulfils its mandate.

3.0. Scope of Work

The scope and focus of the assignment is to provide technical, strategic and facilitation support to enable the drafting of BMCT strategic plan for 2019-2023.

4.0. Detailed Tasks

  • Produce  an  inception  report  outlining  details  of  activities indicating delivery dates and a range of methodologies  to be used in accomplishing the task;
  • Review key documents pertaining to the assignment including but not limited to previous Strategic Plans but also strategic Plans for other key stakeholders such as UWA, ITFC and IGCP for purposes of identifying areas for synergies;
  • Undertake a  review,  synthesis  and  analysis  of  the  external operating environment for BMCT in terms of relevant policies and laws in the context of the 5 years logical framework;
  • Facilitate  three  (3)  planning  workshops  (Board  and  staff, beneficiaries   and  key  stakeholders) to  generate  desired outputs;
  • Undertake   a   stakeholder’s   mapping   for   BMCT’s   5 years program;
  • Develop key activity areas for BMCT’s 5 years program;
  • Develop   /update   the   key   strategies   and   approaches   for implementation of BMCT’s 5 years program;
  • Through   a   consultative   process   and   application   of   an appropriate tool of analysis, identify focus areas  and develop strategic objectives and key result areas for the same;
  • Develop  an  implementation  plan  and  budget  for  BMCT’s  5 years program;
  • Compile  all  the  information  and  content  into  a  consolidated draft  BMCT 5 years  program document for presentation and discussion with BMCT staff and Board members to solicit their final views and inputs;
  • Integration  of  the  comments  by  BMCT  staff  and  Board members  into  the  final  consolidated  draft  BMCT  5 year’s program document;
  • Develop a comprehensive monitoring and evaluation log frame/plan;
  • Propose a strategy for achieving the strategic objectives and key results;
  • Finalize Strategic plan and submit to Trust Administrator (TA) a soft copy and hard copy of the final SP.
